This research investigates the operational challenges faced by Approach Control Air Traffic Controllers (ATCs) in Thailand during the Bun Bang Fai (Rocket) Festival, a culturally significant event that introduces airborne hazards into controlled airspace. Applying the Design Thinking framework, the study explores ATCs’ experiences in managing delayed or incomplete Notices to Airmen (NOTAMs) and identifies areas for improvement through qualitative interviews. Key issues include overwhelming NOTAM volume, late submissions, procedural complexity, and radar display limitations. Building on these insights, the research highlights user-driven needs such as faster request processing, improved hazard visualization, and stronger departmental coordination. A prototype system is proposed with features like automated NOTAM plotting, multi-screen integration, real-time alerts, and scalability, aiming to reduce workload and improve airspace safety. While the study offers practical recommendations, it is limited by its focus on one ATC sector, time constraints, and the availability of interviewees.en_US
