Abstract: At present days, technology and innovation made an investment become borderless. Investors are expanding business opportunities globally. Hence, to encourage foreign investments in the country, the government does not have to look for such opportunities but can create them by itself. Proactive Territorial Marketing strategy is a tool to find competitive advantage in attracting and creating demand for inward investment in the country. Establishment of an investment promotion agency representing the government attracting inward investment is and become a way leading to success. The good operation structure of an investment promotion agency will enable mandatory investment promotion processes efficiently from the beginning to a success result. Meanwhile, the government can work on policy design to accommodate foreign investments in the future. Those policies are supporting establishment and incentives given to the target businesses will attract investors and facilitate the success of investment promotion projects.
